Quick answer
PAYE is not just a deduction line. Employers need a controlled process that identifies taxable employment income, applies current ZRA rules, reconciles the deduction to payroll, files the monthly return and pays the matching amount on time.
What matters most
- Use the current ZRA tax table or calculator for the payroll period.
- Document how each earning and benefit is treated.
- Reconcile the return to the approved payroll register.
- ZRA states that the monthly PAYE return and payment are due by the 10th of the following month.
Identify taxable earnings and benefits.
Apply current bands and approved reliefs.
Match PAYE to employees and payroll totals.
Submit the monthly return by the due date.
Pay the exact reconciled liability.
Keep calculations, proof and approvals.
Build a complete taxable-pay record
Begin with the full employment package, not base salary alone. Review cash earnings, allowances, bonuses, benefits and adjustments according to the current Income Tax rules and ZRA guidance.
Create a written pay-element register that states the payroll code, description, tax treatment, effective date, source and approver. This prevents the same allowance from being treated differently between employees or months.
Use current rates, not copied formulas
PAYE bands and reliefs can change. Store the effective date of the table used for every payroll run and obtain it from ZRA. Do not rely on a prior-year spreadsheet just because its totals look familiar.
Test the payroll calculation against the current official guidance using a small set of representative employees: below threshold, each band boundary, high earnings, bonus month and a mid-month starter.
Reconcile before filing
The sum of employee PAYE deductions should agree to the return liability. Reconcile employee-level records to the payroll register, payroll register to the return and return to payment.
Investigate rounding differences, reversed employees, late adjustments and benefits processed outside payroll. Never force the return total to match by inserting an unexplained balancing amount.
Meet the deadline with internal buffers
ZRA’s published due-date guidance states that both PAYE payment and the monthly return are due by the 10th day of the following month. Set an internal deadline earlier than this.
Even where employees are below the taxable threshold, check the employer’s registration and filing obligation with ZRA. A nil liability does not automatically mean no return is required.
Handle corrections visibly
When an error is found, record the affected employee, period, original treatment, corrected treatment, financial difference, authorisation and how it was reflected in payroll and the ZRA process.
Do not edit an old approved payroll silently. Use a controlled correction or adjustment that leaves the original record intact.
Working checklist
Employer TPIN and PAYE registration confirmed
Current ZRA rates and effective date recorded
All pay elements classified
Employee PAYE reconciled to the return
Return reviewed before submission
Payment agrees to filed liability
Acknowledgement and proof of payment retained
Common mistakes to avoid
- Using an old tax table
- Taxing salary but ignoring taxable allowances or benefits
- Filing a total that cannot be traced to employees
- Assuming no tax payable means no filing obligation
Common questions
Is PAYE calculated on basic salary only?
Not necessarily. The taxable amount depends on the treatment of employment income and benefits under current Zambian tax rules. Review every pay element against ZRA guidance.
What is the PAYE filing deadline?
ZRA publishes the 10th day of the following month as the due date for the PAYE return and payment. Confirm current dates and any official extensions directly with ZRA.
Should employers keep employee-level PAYE calculations?
Yes. Employee-level calculations make the return auditable and allow payroll, the return and the payment to be reconciled.
